The EC used its own officers to ascertain whether these people had documents to prove their citizenship. If an officer had "reasonable doubt", the case was sent to a Foreigners Tribunal - quasi-judicial forums - where people were given a final chance to prove their citizenship using official documents like birth certificates and land papers.
