It is mandatory in some countries. It is not mandatory in the US because the right to do something also includes the right to refrain from doing that thing. So the right to attend the church of your choice also includes the right to not attend church at all. The right to speak out also includes the right to not speak out. The right to associate also includes the right to not associate. The right to an attorney also includes the right to not have one. And so forth on down the list, including the idea that the right to vote also includes the right to not vote. In the Founders’ day, only male landowners and taxpayers (white) could vote. They were the “determiners” of who would be the political leadership despite making up only about 6% of the overall population. There was no need to make voting mandatory, and thus it has remained since those days and the growth of the electorate with the franchise.
