It depends. In the USA, in most instances, yes. There are exceptions. It all depends on the communications regulations of your location, and whether, the cell service is a major company or just piggy-backing off them.

There is more to it, but it is technical stuff the average user isn’t interested in. We just want our phones to work.

Hello. I want to point out that the main thing that H2O Wireless brought to my attention was the ability to make international calls at no extra charge. I had both good and bad interactions with the H2O Wireless customer service team, but mostly I only remember the good ones. I had questions when I started using h2o wireless and one of the customer service reps just hung up, but the other reps were very nice. H2O Wireless services are very affordable and I call or use their website to top up my data plan.
