That's what Athrun said about Kira in Gundam Seed episode 4. Like any other character, Kira is shown in the beginning as someone in the dawn of his personality. Throughout the series, memorable events shape and form his personality and way of thinking.
Though he seems like breaking-down/crying all the time, that's not the case. The true reason for that is that he's shaken from what's going on around him - fighting his childhood friend and getting allied with his truthful "enemy" (Earth Alliance) just for the sake of his (Natural) friends. On top of it all, he has to protect his friends (Archangel) even if it requires him to kill, exactly what he hates to do.
" And I didn't even want to kill them !! " (GS, episode 21)
At first sight, people tend to underestimate him, due to the fact that he's only 16 ("only a kid") and shouldn't be worrying about things like saving others. People also tend to misjudge him because he's a Coordinator, thinking automaticly he's the enemy.
